Different punishment for male and female raggers?

Male students were fined Rs. 50,000 each, expelled from the hostel for 15 days, and barred from attending lectures for 15 days.

Female students were fined Rs. 50,000 each and expelled from the hostel (duration not known)

Female students had their scholarships withdrawn.
Males students had criminal cases filed against them.

The article says the male students were from BHU, while the female students were at IIT, Allahabad.

Is it too much to expect uniform punishment?
